Procurement

Take advantage of the cost-efficiencies of the shared services procurement platform used by agencies across the federal government, for better buying power and stronger administration.

Partnering for Stronger Federal Procurement

From pens and pencils to million-dollar contracts for systems and information technology, government procurement can be complex and intense, demanding of your time and often requiring expert administration and specialized knowledge.

Partnering with us for your procurement needs lets you:

You get procurement services tailored to your agency and situation, whether for a micro-purchase, simplified acquisition or complex contract acquisition that requires full-service contract administration.

Web-Based Efficiency

We provide our agency customers with a complete range of acquisition support, from basic acquisition support, to awarding and administering complex, large-dollar contracts. Our state-of-the-art web-based procurement system is fully integrated with our advanced accounting system, for stronger, more effective processing than you can accomplish on your own.

Work with Knowledgeable Staff

You'll work with contract specialists, contracting officers, and responsive support staff trained and certified in government standards and procurement processes. From establishing awards to providing guidance and processing actions, they can help you acquire needed supplies, services, and equipment.

They can also manage your entire procurement process, including negotiation, award, administration, termination and closeout of purchase orders, delivery/task orders, BPA calls, and contracts. They'll determine the right approach for your situation and use tools that include purchase orders, Indefinite Delivery/Indefinite Quantity (IDIQ), Blanket Purchase Agreements (BPAs), delivery or task orders contracts, and 8(a) awards.

Assistance from End-to-End

Our streamlined procurement procedures align with the Federal Acquisition Regulation (FAR). We combine our knowledge with the specifics of the FAR to identify the right, compliant acquisition strategies, some of which we cover below, for each of your purchases.

Simplified Acquisitions and Purchases from Other Agency Contracts

We offer fast, cost-effective, online processing for purchases using Simplified Acquisition Procedures (SAP), Federal Supply Schedules (FSS), and Government Wide Acquisition Contracts (GWAC). This includes General Service's Administration (GSA) Schedule buys up to the maximum order limitation specified in the schedule to reduce administrative costs and increase your opportunities to purchase from small businesses.

By eliminating duplicate tasks and spreading costs across our shared services platform, we can complete simplified acquisitions more quickly and purchase larger quantities where needed.

We provide:

  • Hassle-free system and service migration for existing contracts
  • Increased buying power for long-term service contracts and license agreements
  • Open-market acquisitions, as well as GSA and Governmentwide acquisition contract (GWAC) buys
  • Fully administered Purchase Card programs
  • Advance notices of expiring awards

Contract Acquisitions

You're assigned contract specialists and contract officers to oversee the entire contract acquisition. They'll work with you to define requirements; evaluate, prepare, and administer contracts; maintain the status of active contracts; execute any necessary modifications, and more.

We support your agency with contract acquisition tasks like:

  • Assisting with writing a statement of work
  • Assisting with developing evaluation plans
  • Providing advice for preparing an independent government cost estimate
  • Preparing solicitations
  • Posting applicable solicitations on government-wide electronic notification systems for increased visibility and competition
  • Providing advice when answering offers or questions during the solicitation phase
  • Writing and distributing solicitation amendments, if required
  • Delivering proposals to the technical evaluation team for review
  • Assisting with price analysis
  • Providing guidance during the source selection process
  • Preparing contracts and supporting documentation
  • Conduct debriefings, as required

Providing Contract Administration

Awarding your contract is only the first step. We support your agency with expert assistance, advice, and guidance during the administration lifecycle of your contract. Working with us, you get the most from your contracts and more attentive administrative services.

Our contract administration services include:

  • Notifying agency contracting officer's representatives (COR) of upcoming option renewals and expiration of contracts
  • Executing contract modifications
  • Issuing orders against contracts
  • System tracking of invoice payments against contract obligations

Overseeing Purchase and Fleet Card Programs

Our Purchase and Fleet Card Programs are a significant improvement over traditional methods for purchases below the micro-purchase threshold, as customers can tag-along under Treasury's Task Order for their card services. Our Agency Program Coordinators manage these programs and serve as liaisons between our clients and the GSA SmartPay 3 Master Contract banks, CitiBank and U.S. Bank. They also provide clients with technical and maintenance support and continued guidance for procedures, trainings, and audits.

Integrating PRISM with Oracle

Our web-based procurement system, PRISM, fully integrates with our accounting system, Oracle. This integration allows us to meet your specialized procurement needs on time and with better savings than you could accomplish on your own. Working with PRISM makes it easier for you to accurately track, report in detail, and securely record acquisition and procurement actions.

Customers get real-time feedback and access to fund checks as requisitions, purchase orders, and contracts are created. The contract writing system, PRISM, also feeds the Federal Procurement Data System Next Generation to support Digital Accountability and Transparency Act (DATA Act) reporting.

"[My ARC representative] was very engaged in the process and worked hard to expand the number of bidders beyond just the three that we originally identified, providing us with several viable candidates to choose from. [They] were always professional and very responsive, providing considerable contracting expertise to assure that the Government would end up with the best value while closely adhering to all the requirements of the contracting process."
