There is a broken link to VCFs: https://ftp.ncbi.nlm.nih.gov/pub/clinvar/vcf/

Should be

https://ftp.ncbi.nih.gov/pub/clinvar/vcf_GRCh37/
https://ftp.ncbi.nih.gov/pub/clinvar/vcf_GRCh38/
