The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act/Right-to-Know booklet includes statistics for the previous three years concerning reported crimes that occurred on-campus; in certain off-campus buildings or property owned or controlled by Tarleton State University; and on public property within, or immediately adjacent to and accessible from, the campus. The report also includes institutional policies concerning campus security, such as policies concerning sexual assault, and other matters. Campus Security Authority Reference Material
The Office of University Compliance in cooperation with the Tarleton Police Department have published the below pictured Campus Security Authority Reference Manual.
A Campus Security Authority (CSA) is a Clery-specific term that encompasses the following groups of individuals and organizations associated with an institution whose functions involve relationships with students: security and law enforcement officers, special events security staff, deans (or other senior student administrative personnel), coaches, residence hall staff, physicians or nurses in a campus health center, overseers and advisors to student clubs and organizations, and staff involved in student discipline and campus judicial proceedings.
As a CSA if someone tells you about a crime or an incident that may be a crime, and you have little or no reason to doubt the validity of the information, you must record the information on a Crime Statistic Report Form and submit the report to the Tarleton Police Department in a timely manner.

Sexual Assault, Domestic Violence, Dating Violence, and Stalking
Prevention, Reporting, and Investigative Information
Tarleton is committed to providing assistance to people harmed by sexual assault, domestic violence, dating violence, and stalking and doe so through a variety of services. Sexual assaults are non-consensual sexual acts involving force, manipulation or coercion. It is an act of aggression, violence, and power.
Dating Violence
The terms dating violence means violence committed by a person:
- Who is or has been a social relationship of a romantic or intimate nature with the victim; and
- Where the existence of such a relationship shall be determined based on a consideration of the following factors:
- The length of the relationship
- The type of relationship
- The frequency of interaction between the persons involved in the relationship
Domestic Violence
The term domestic violence includes felony or misdemeanor crimes of violence committed by a current or former spouse of the victim, by a person with whom shares a child in common, by a person who is cohabitating with or has cohabitated with the victim as a spouse, by a similarly situated to a spouse of the victim under the domestic or family violence laws of the jurisdiction receiving grant monies, or by any other person against and adult or youth victim who is protected from that person’s acts under the domestic or family violence laws of the jurisdiction.
Stalking
The term stalking means engaging in a course of conduct directed at a specific person that would cause a reasonable person to
- Fear for his or her safety or the safety of others; or
- Suffer substantial emotional stress
Sexual Assault
The term “sexual assault” means an offense classified as a forcible or non-forcible sex offense under the uniform crime reporting system of the Federal Bureau of Investigation.
The University Police Department (UPD) offers Rape Aggression Defense (R.A.D.) training to female university students each fall and spring semester. Sexual assault and date rape education literature is available through the Student Health Center and Student Counseling Services.
Getting to a place of safety should be the first priority for any sexual assault victim. The second priority is to obtain necessary medical treatment. The UPD strongly advocates that a victim of sexual assault report the incident in a timely manner. Time is a critical factor for evidence collection and preservation. An assault should be reported directly to a Tarleton police officer at 254-968-9001. Filing a police report with a Tarleton police officer will not obligate the victim to prosecute, nor will it subject the victim to scrutiny or judgmental opinions from officers. Filing a police report will:
- Ensure that a victim of sexual assault receives the necessary sexual assault examination at no expense to the victim.
- If a timely warning is issued based on information obtained from a reporting of a crime the victim’s name will be withheld as confidential.
- Provide the opportunity for collection of evidence helpful in prosecution, which cannot be obtained later (ideally, a victim of sexual assault should not wash, douche, use the toilet, or change clothes prior to a medical examination.)
- Confirm the victim has access to free confidential counseling from counselors specifically trained in the area of sexual assault crisis intervention.
When a victim of sexual assault contacts the University Police Department (UPD), a criminal investigator will be notified as well. The victim of a sexual assault may choose for the investigation to be pursued through the criminal justice system and/or through university channels. A Tarleton officer will advise the victim of options and support services available. Various counseling options are available from the university through the Student Counseling Services at 254-968-9044. Counseling and support services outside the university may be obtained through Cross Timbers Family Services at 254-965-4357.
Once an incident of misconduct, domestic violence, sexual assault, dating violence, or stalking has been reported the University will follow the disciplinary proceedings for such cases involving misconduct as detailed in the Student Rules under Code of Student Conduct. The code provides disciplinary proceeding guidelines for students and hearings. A student found responsible for a sexual assault could be prosecuted in state court, and have action taken by the university. After an alleged sexual assault, student victims have the option to change their academic and/or on-campus living arrangements if such changes are reasonably available.
