This Agora was born from a conference that Abu Dhabi Global Markets (ADGM) and the International Centre for Settlement of Investment Disputes (ICSID) jointly organized on 10 May 2023 on investment protection and armed conflict.1 This difficult subject sadly remains one of high relevance, as current events show. According to recent studies, the number, complexity and duration of armed conflicts is even on the rise, with tragic consequences.2 In addition to destroying human lives and condemning affected populations to internal and international displacement, armed conflicts can cause immense material damage and annihilate economies and livelihoods.

The original mission of the World Bank was precisely to help countries recover from the ravages of war, by assisting in rebuilding economies, developing productive facilities and promoting foreign private investment. ICSID, as part of the World Bank Group, was also designed to contribute to this broader mission by offering an impartial and independent forum for the peaceful resolution of investment disputes, through arbitration or conciliation. This would in turn contribute to increasing international investment flows to countries that needed them.
